A federal State, a State in which several systems of law are in force or a State with autonomous territorial units may designate more than one Central Authority and specify the territorial or personal extent of its functions. The State making use of this power shall designate the Central Authority to which any communication may be addressed for transmission to the competent Central Authority within that State.
